ROAD AND BRIDGE STANDARD SPECIFICATIONS

   

   

The following Standard Specifications for Road and Bridge Construction

to be included in the  Dolores County, Colorado Road System have been adopted this 15th day of April, 1996, by the Board of County Commissioners, Dolores County, Colorado.

ROAD SPECIFICATIONS

   

CONTROL OF WORK

   

AUTHORITY OF THE COUNTY ROAD SUPERVISOR

   

The County Road Supervisor will decide all questions which may arise as the quality and acceptability of materials furnished and work performed; all questions which may arise as to the interpretations of plans and specifications and all questions as to the acceptability of any phase of the work on those projects proposed for acceptance into the Dolores County Road System.

 

  1. RIGHT –OF-WAY

 

    1. Minimum of sixty (60) feet unless otherwise varied by the Board of County Commissioners.
    2. All right-of-ways shall be cleared of trees, brush and trash.

 

 

  1. ROAD BED CONSTRUCTION

 

    1. Culverts shall be placed at all natural and manmade drainages.
    2. Minimum size shall be fifteen (15”) diameter.
    3. The top of the culvert shall be a minimum of one (a) foot below the finished base course grade.

 

  1. SUBBASE COURSE – Sandrock

 

                   Subbase and base course are combined in Dolores County unless otherwise

                   specified.

 

1.      Pit run or 4’ minus of a minimum 6” compacted.

2.      Top 2’ will be grid rolled down to a 1’ minus material to facilitate grading.

3.      Running surface of road will be a minimum of 22’ when completed with base rock. Road edge to bottom of ditch shall be a 3:1 slope, back slope 2:1 maximum.  

 

  1. SNOW REMOVAL OF COUNTY ROADS

 

    1. Snow will be removed from entire driving surface of the road to insure safe meeting of passing vehicles.
    2. Any snow 4 inches deep or over will removed in a timely manner leaving approximately 1 inch on road so as not to remove existing gravel.
    3. No snow removal with track type dozer, unless ground is completely frozen under the snow.

 

 

 

  1. UTILITIES

 

    1. When utility type devices are to be installed within the County Road Right- of Way, the County policy on Utility use of County Right-of-Ways shall apply.

 

  1. TRAFFIC CONTROL

 

    1. Approved barricades, warning signs and flagmen when required shall be used in connection with all road work.
    2. Road designation and traffic control signs as required by the County Road Supervisor shall be installed in an approved manner prior to acceptance of the road.

 

  1. GUARANTEES

 

 All road construction performed by contractors and/or developers to be             accepted into the County Road System shall be guaranteed for a minimum of one year to meet the continual standards to which it was constructed. Such guarantee may be by bond, cash deposit, pledged securities, or other valuable considerations acceptable by the Board of County Commissioner.

 

H.     AMENDMENTS

 

      The Board of County Commissioners may from time to time amend these               

       regulations by resolution.

REINSTATEMENT OF NEW ROAD POLICY

   

Upon a motion made, seconded and passed the Board of County Commissioners

re-enacted County Road Policy as it relates to New Roads, the Board resolved as follows:

 

1.      Any Right-of-Way must be at least sixty feet in width, and each abutting Land Owner must execute Right-of-Way agreement with the County.

 

2.      If the Proposed Road serves 6 or more Land Owners, the county may at its option, agree to construct and maintain the road.

 

3.      If the Proposed Road serves less than 6 Land Owners, the County Policy shall be that the Owners either construct the road, or pay for the construction to County specifications, and such road at the option of the County Commissioners , be assumed by the County and therefore be maintained by the County.

 

4.      Nothing in the Resolution shall require the Board of County Commissioners to construct any road or to assume the road as a County
Road
or to maintain the road.
